Proposed capital project would replace aging infrastructure, refresh student spaces

Harrisville Central School District voters will decide on a proposed $9,136,280 capital improvement project that would update original piping and plumbing systems, reconstruct the front bus loop, and update student spaces. 

The proposed project, approved by the Board of Education during its Dec. 8 meeting, would carry a tax levy increase which would impact district residents starting in the 2027-28 school year. A majority of the project cost, 82.7%, would be reimbursed by the state through Building Aid Ratio. The rest of the cost would be paid for through the tax levy, meaning residents with a home valued at $100,000 would see an estimated $47 tax increase starting in the 2027-28 school year. 

Included in the proposed project would be necessary upgrades to sanitary and storm lines, water supply systems, and plumbing fixtures, all of which haven’t been modernized since they were originally placed in 1957. The project would also reconstruct the elementary drop-off loop, which is no longer adequate for the amount of student drop-offs the district accommodates, replace sidewalks, and provide some maintenance to the front bus loop. 

If approved, the project would include remodeled middle school wing bathrooms and updates to elementary classrooms, including new sinks and drinking fountains. Students and the community will benefit from auditorium upgrades, including improved lighting and sound, new stage curtains, and a renovated sound booth. 

“These necessary building upgrades would help support our commitment to maintain a safe and welcoming learning environment for our students,” said Superintendent Rob Finster. “By upgrading our buildings, grounds, and learning spaces, we’re investing directly in our students’ futures.”

The proposed capital project vote will be held on Tuesday, Feb. 3. District residents can vote from 1-8 p.m. in the school library.
